Title: Fedora 44- amd 9070 gpu fans not spinning

I just installed a gigabyte 9070 xt on my system (amd7 9800x3d) and I noticed that on my system monitor the gpu chart stays blank. I ran RE4 Remake to test and it did detect the gpu and allowed me to mess with the settings, ran 1 run of mercenaries mode and paused to look at the under the gpu, the fans were not spinning! I'm worried this might cause the gpu to overheat.

Many GPUs (not only AMD) don't ramp up the fans until they hit a certain temperature. This is by design, which I strongly disagree with.

On my Asrock RX 6800 it's the same thing, I made a script to make the fans spin at around 30% to mitigate this.
