I think I might know what it is! I've just updated the css file version which includes the initial hiding of the bar. It's possible your css cache didn't have the new rule in to hide it by default (as the JS unhides when it's live). So the updated version on the css file inclusion should make people get the updated file.
Could you let me know if that fixes it for you?
