Yes you can play it on SteamOS. It isn't supported so the icon isn't there but you can download and play it. I haven't played it on SteamOS but I have played it on Fedora
... and while it's a beta, according to https://dev.arma3.com/ports [External Link], you don't need to opt-in or anything.

Project Cars official twitter confirms to me there are no plans for it on Linux now
