1) Use the SteamCMD [External Link] tool.
2) Right click on the game in the library, go to properties and tick "Force the use of a specific Steam Play compatibility tool" (doesn't matter which since you only need the game data) and you'll be able to install it.
3) Enable Steam Play for all Windows titles in Steam->Settings->Steam Play

I picked this one up on Steam about a week ago and I've sunk in about five hours. The performance for me has been solid and I haven't noticed many dips below 60fps with everything turned up at 1080p. This is on a 2700x and RX480 with Mesa 19.1. There was some shader compilation stutter but it's been an overall smooth and interesting experience. Thankfully there's a demo you can try out, the performance didn't really vary for me between that and the full build.

It definitely works, just tried it (was gifted a copy yonks ago from a Windows friend with good intentions :P ). I recall hearing how their programmer used Linux exclusively, so I wonder why it took them so long to get the port done.

See the "where applicable bit and compare to this [External Link] (which is linked in Steam's EULA that you quoted as Take-Two's privacy policy). The clauses you quoted would seem to me to apply only if you created a take two account or otherwise gave them personal information elsewhere.
