A dev can request as many keys for their game as desired.
That's an invitation for abuse. They could create as many non-steam copies of their games as they like anyway (for testing and promotion purpose).

The minimum requirements are interesting, seems Linux is the most efficient (also only with controller support?)!

Someone makes a linux-themed cake model (with reference to Portal) in Substance Painter 2 and integrates it into a community made HL-3 multiplayer map, so we can celebrate with a big deathmatch tournament.
