I didn't really hear it that way at all. After all, Valve are not the developers of all the games, they're just providing the main platform - it would be overstepping somewhat if they then forced developers into a specific way to develop their games. I took it as-is, developers are free to choose and as long as it works, Valve are happy.

Nah, it has been working for over a day already. And it only works with BattlEye runtime installed.

Why are game specific fixes or hacks needed so often?
A lot of it is because Wine, DXVK and VKD3D-Proton are incomplete and chasing often moving targets. It's a matter of completing API support for Direct 3D, Windows APIs and so on. In some cases, there are specific fixes for certain games, like forcing your GPU to be shown as a specific vendor and stuff like this.
