It's available for all users, you have to run Steam with "-newbigpicture." It's easiest if you add it to a desktop shortcut. And if you want it to start on boot, copy the shortcut to "C:/ProgramData/Microsoft/Windows/Start Menu/Startup" I think, and untick the option in Steam itself.

But I believe there will be a point when the New Big Picture will be the DEFAULT to ALL people without any extra steps required. And this is what I meant :)

Eventually, the 32bit on 64bit work will allow you to run 32bit apps / games on 64bit Linux without any 32bit libraries on your system
