Well, if you sign up for the game, you get a Windows, Mac, Linux Download page on your Humble keys page. The download is 4.1GB, and you can grab that without installing Steam. The order page has icons for "Steam" and "DRM Free".
So where can you "sign up for the game" without a steam account?

Yep, to get to this page you already need to have a steam account linked to the humble store. For which you obviously need a steam account first.

AFAIR Banished and Dust: An Elysian Tail were done in XNA, but isn't it dead since a few years?

I think he went a bit too low-level to begin with, given the lack of manpower. He probably should have used some engine or at least SDL for input and somesuch.
I've played it in wine and while it's OK it does not have a lot going on. You run out of buildings to build very quickly and it has a fair amount of bugs. He could have spent more time working on the actual game if he worked at a higher level. Porting would likely also be easier and quicker.
AFAIK it uses OpenGL, so the graphics side shouldn't require much effort, but pretty much everything else likely does. I'm not surprised. These kinds of projects rarely work out. Stardew Valley is a similar case, but there different and more people took on porting to various platforms and work on multiplayer. The original dev wouldn't have been able to do it in an acceptable timeframe.

Sure, it's more comfortable if you already have that steam shebang, but this way it's entirely reliant on steam. P2P by using IPs and possibly their own servers for matchmaking would be better. At least having that stuff as an option.

Throwing p2p out in favor of a third party service dependence is a good thing now?
The game looks like a hundred others, I think those are all extensions of the 'minecraft-like' examples in some 'easy' engines. Do we really need that?
