That's just their standard offer, I remember it was the same yonks ago. The "free to play until 1 June" is on top of that, it seems they just haven't changed the usual graphic on the website.

As Eike noted, it's not necessarily the quantity in itself that's the problem - it's the Steam Store UI that really sucks for games with lots of DLC. Even just letting the developer group things into categories like "Cosmetic", "Extra mechanics", and "Country flavour" would help enormously IMO.

I thought the recent-ish DLC section of the store would help, but nobody seems to know what to do with the tags, so you end up with eg. all the EU4 DLC lumped into "Simulation" and "Strategy" rather than anything actually useful to potential customers.

As mentioned, this updated adds the mix-and-match "body builder", but to address the other half of your request, there exists a "Community Robot Factory" in-game where you can download pre-built robots that other players have designed.

Which is also a source of salt for some players, as they bemoan the lack of creativity when people can just "download the new meta"!

I would say Creeper World 3 is certainly a TD game, and does deserve a mention on the list.

I can definitely recommend Tumbleweed Express. I found it quite short (5 hours to 100% for me), and the narrator's accent is kinda cringeworthy, but it was a very enjoyable take on an action-tower-defence on literal rails.

Zombie Defence is okay. It's fairly competent as a TD, but once I worked out a strategy it became more of an idle game. Grinding out more upgrades being the only motivation to continue. I thought that having to grind out the ability to speed up the game further was particularly a bit of a kick in the teeth.
