Borderlands 2 low FPS issue

I'm playing Borderland 2 with my kids lately.
We are getting expected framerates on these machines
i4030U/Nvidia 820m/720p/25-35 FPS
i7500U/Nvidia 940m/720p/35-50 FPS
Ryzen 2400G/integrated graphics/1080p/40-60 FPS

but on fourth machine FPS is much lower than expected
i4460/RX 580/1080p/30-40 FPS
with occasional drops below 30 FPS.
Strange thing is that during gameplay graphic card load is ~ 30% and CPU load is below 50% so I don't know what could be bottleneck.

You should try with a recent Mesa version, yours is very very old!

I did, but the result is the same (18.2.x and 18.3.0).

I'm using 18.0.5 for now cos I can't play Deus Ex MD with newer versions (https://www.gamingonlinux.com/forum/topic/3601).

I said that I tried with 18.2.x and 18.3.0 and that result is the same.
That means no FPS improvements with that versions.

I have to agree with 'ziabice'. There is only so much help we can muster if you insist on using an old version of mesa.
Your info says you use Mint. I suggest finding a good stable ppa. What version of llvm are you running?

Once again, I tried Mesa 18.2 and 18.3 with same results.

I have a 8G RX 580, with mesa 18.3 + LLVM 7.0. I'll try to run B2 and report back.

An aside:
A couple of week ago I was experience very bad graphical glitches with Hitman. The
fix was to upgrade LLVM. Once I did that the glitches were gone. What does
llvm-config --version tell you? What is your CPU governor set at?

You might be interested in Ferals gamemode utility that will optimize your computer for
max gaming performance. I have never used it before.

On it's web page Padoka PPA stable says that it contains 'llvm-toolchain-7'
but when I execute 'llvm-config --version' I'm getting '6.0.0'

I don't think CPU is throttling frequency cons it's running about it's max ferequency (3.2 GHz) and still sits around 50% usage, while some demanding games and software are able to max out CPU usage.
