We are getting expected framerates on these machines
i4030U/Nvidia 820m/720p/25-35 FPS
i7500U/Nvidia 940m/720p/35-50 FPS
Ryzen 2400G/integrated graphics/1080p/40-60 FPS
but on fourth machine FPS is much lower than expected
i4460/RX 580/1080p/30-40 FPS
with occasional drops below 30 FPS.
Strange thing is that during gameplay graphic card load is ~ 30% and CPU load is below 50% so I don't know what could be bottleneck.

Your info says you use Mint. I suggest finding a good stable ppa. What version of llvm are you running?

An aside:
A couple of week ago I was experience very bad graphical glitches with Hitman. The
fix was to upgrade LLVM. Once I did that the glitches were gone. What does
llvm-config --version tell you? What is your CPU governor set at?
You might be interested in Ferals gamemode utility that will optimize your computer for
max gaming performance. I have never used it before.

but when I execute 'llvm-config --version' I'm getting '6.0.0'
I don't think CPU is throttling frequency cons it's running about it's max ferequency (3.2 GHz) and still sits around 50% usage, while some demanding games and software are able to max out CPU usage.
