Yeah, it's not an exhaustive list of all game engine developers to use Vulkan in the future. The ones that are in the list are all Vulkan Working Group participants, as can be seen at ~2:50. No Crytek there either. But that's okay. They got more than half a slide for themselves at 29:00.

Ah, that's true. Games often ship their own dependencies. This isn't something valve can "fix", unless they forcibly take over the actual packaging for developers. Now they simply provide the tools and the platform. The Steam Runtime is provided as a "standard library" of sorts, but there's no requirement that games actually make use of it. Not much of an issue in my opinion, and definitely not unique to SteamOS.

What exactly do you mean? Steam handles the installation of games and their dependencies (the Steam Runtime) and behind the scenes SteamOS--being a Debian derivative--uses APT for package management to cater for the rest of the system.

But SteamOS is obviously not supposed to compete with all-rounders like Ubuntu, Fedora, Arch and the like. It's just a purpose-built vehicle for Steam. If that's not what you want, go ahead and run Steam on another, supported distribution like Ubuntu. Obviously you're not part of the target audience for SteamOS. Neither am I, so don't take this the wrong way.

So, they clicked the Linux build button in Unity, but can't be bothered to actually download and install Linux to try if it works. Support is one thing, but this seems a bit lazy. But I guess it's still better than nothing if indeed one of their existing customers happens to dual boot and is willing to test for them...

EDIT: I guess they found their first tester already. Maybe I underestimated the game's appeal. :)

Well, we do actually. According to the developer (I'll try to look for the source later if no-one beats me to it) this is basically a rather quick-and-dirty, proof-of-concept level implementation of the existing OpenGL backend in Vulkan. No real refactoring went into it. They pointed out that it can not be considered representative of what Vulkan can do, and will improve when they actually update the engine to make better use of the API.

EDIT: Ah, the source was quoted by our beloved leader in his new article, saving me the trouble of finding it:

Port. Make it work as fast as possible just by wrapping current engine design around Vulkan. Avoid all pitfalls and bottlenecks. This is what we did by now and released as patch for Talos.

What are you talking about there mate?

10 FPS is too much, but I surely see a constant 5% difference. UT on Vulkan + Linux actually even run quite better than Win + DX12, since they decided to change the main developing platform for the game. Thanks to the Win 10 scandal two years ago hehehehe. Gj Epic :-)
