It depends on what you call a "bad decision." There can be plenty of good technical reasons to choose AMD as well, and keep in mind that not everybody buys higher-end cards.
For what it's worth, if I had to buy some GPU today, I'd clearly buy an RX 5600, and that's not even driver or FOSS-related.

UT 2004 is already in a playable state, just link some system libraries and you're set. The original UT port was so broken lately, I just uninstalled it recently. I didn't expect UT 469 to release so soon, what an amazing job! I'll have to test it as soon as possible.

About id software and Microsoft, it is difficult to expect anything precisely. If it all goes according to Microsoft acquisition history, the studio will either disappear or its historical members will quit at some point. Either way, they can't just throw away all the code that is related to OpenGL or Vulkan in idtech, and even if they did, they would have to start it anew which is no small feat. In any case, I am not going to buy anything with the Microsoft name on it, so I guess my id software days are gone, for good. I've been playing the hell out of their games since Doom 2...

There is competition indeed, but do they stand a chance? It is like suggesting Microsoft didn't have a monopoly in the 90's because there was Apple. HPC is already their biggest source of income right now, and with the ARM buyout, I can't think of anyone who can stop them as we speak.
How are they more likely to dominate this market that already is dominated by Intel? ARM doesnt have significant portions of the HPC market.

Nvidia does have a good share of the AI market but other comapnies are growing up a lot and some like tesla are making their own technology
They are more likely to dominate because for years now, HPC projects have been willing to get rid of x86 for many reasons, including (but not limited to) lack of parallelization capabilities, thermal efficiency, and scalability.
ARM doesn't dominate this market because it's quite a newcomer, but its progress has been tremendous.

What about the single core performance?
In fact Intel's single core performance makes a difference when the CPU is the bottleneck, i.e. when you run a Source game at 720p with an RTX 2080 Ti. Real life scenarios tend to be much less discriminating towards AMD. Also even Intel's Core i7 have weaker single performance than Core i5, but Core i7 is still the better all-around option, because single-core performance is not as relevant as it used to be. Also keep in mind that nowadays gamers do a lot of other stuff while gaming (they have Twich, Discord, and many others running in the background). Get a good multi-tasking CPU, a good GPU, and you're set for gaming. It's not a 5 frames difference at 200+ FPS that matters here.

Be careful, those are official slides and Intel has a bad habit of having silly benchmarking procedures.
That said, if it proves to be true, good for them. I'll wait for AMD's response to buy a laptop.
