Be sure your system is up to date, and report issues because I've seen plenty of others on Linux not seeing those problems. Could be Mesa specific (going by your system details on here).

It is made to play with a gamepad, but Sega Rally it's not. It's described as a "simcade" but it feels much further to the sim end of the spectrum.

I downloaded it from Itch and your description was spot on. It indeed have borderline simulator controls.

Unfortunately this is not my cup of tea. The simulator like controls and the camera angle made it a no-go for me. If I wanted a more simulator inclined game there is Dirt Rally (that I already own), with much better graphics and camera options. If this was a true arcade one with more camera options I would buy it.
Then might I suggest Bloody Rally Sim. Might be perhaps more for you.
