I've tried to pinpoint a particular setting that might be causing it, but I can't find one. It also seems to happen randomly. You can do the same action twice and might not get the same fps drop.

I already had the game on Windows. If I buy the GOTY upgrade on Linux, will it count as a Linux purchase?

Keep in mind, there are several generations of i7s. It's an unfortunate naming system that Intel has. An i5 from 2013 might beat the 2012 i7. I've played the game on Windows and could crank up most settings on my i5 and GTX 660. With my GTX 970, I could crank them all up without dropping below 60 fps.

Just to be sure, remember that for some settings to be applied you need to restart the game (if you want to try lower textures for example).
Yep, I tried that because I also just updated to the driver I mentioned and rebooted to try it. If no one else is experiencing this, maybe it's some configuration issue I have in Ubuntu, since exact same hardware has no issues in Windows.

Are you playing on Nvidia? In most cases we are in a similar range to Windows level performance so if you think you have a very large delta please let us know so we have investigate.

I'm getting frequent dips in framerate as well. It generally runs very well, even on high/ultra settings. I can get above 60 fps, but when I turn the camera or sometimes when fighting, it will dip as low as 35 fps, which is a pretty noticeable jump. I didn't have that problem on Windows. It seems kind of random. I can't reproduce it with any consistency. Even dropping all settings to lowest doesn't stop it.

I'm guessing WB is cracking down on their porting contractors and will probably put Feral's Shadow of Mordor through extra quality assurance testing to avoid another Arkhan Knight fiasco.
