Because that's how Valve is marketing it. The Deck is not being presented as a Linux device but as a Steam device. You won't find the word "Linux" in any of their marketing.
To the consumer, yes. The OS should be irrelevant to the user experience.

The developer communication is very clear about it being Linux though.
Ultimately, the developers only care about a game running well enough to convince a customer to buy it, so I don't think they really care if they support Linux directly with native builds or indirectly through Proton as long as customers are willing to buy.

I started up a game of Civilization VI recently, and out of curiosity decided to compare the native Linux version to the Windows version in Proton. I was stunned to find that the game performs substantially better in Proton. Using the graphics benchmark, native topped out around 25 FPS. In Proton, it's 70+ FPS!
But does it help turns flip over faster? For me the big thing with any Civ is, once I get into the later game, you're like waiting forever for the computer's turn.
I don't think it makes the AI run any faster.

The simple fact is, if Epic and Tencent really wanted to bring Fortnite (and Epic's other offerings) to Linux, then they would make it happen. But for whatever reason, they obviously don't have any interest in supporting Linux.

I wonder if SteamOS will be suitable for everyday desktop use, and would there be any advantage to doing so compared to Arch or Manjora?

It's really not surprising. KDE for some reason has the reputation of being a "bloated" desktop environment, but in reality, it's a very mature and well optimized piece of software that is highly configurable.

Maybe I'm just becoming a grumpy old person.
I think anybody who has lost someone close to them because of cancer can certainly relate to the phrasing.
I have a close family member who has Stage 4 Cancer.
