You can enable hardware GPU video decoding in Chromium on Linux.
I think Vivaldi has support, Chromium in OpenSUSE is patched for it, and Archlinux-based distros have ungoogled-chromium and chromium-vaapi.
Get the patched version then add these flags to a config file or command line:
--ignore-gpu-blacklist
--enable-gpu-rasterization
--enable-native-gpu-memory-buffers
--enable-zero-copy
I think the biggest problem with Stadia right now is that you have to spend $129 to buy a Chromecast and Stadia Controller just to get started and the game selection is very small.
GeForce Now works on Linux via an Android 9 VM in QEMU and will later have a web app.

I agree with Liam that no Linux client app sucks but the Android VM method works fine and plus has the added benefit of enabling you to use and play Android apps and games from the Play Store on Linux. It's nice to be able to use the Instagram app on Linux because the web version is very limited and there are several mobile games I like to play on PC. Later on Nvidia said they will release a WebRTC version for Chromebooks that should also support Linux browsers.

So with you having to buy games on Stadia and only the ability to play them there, what is Google's policy if they decide to shut down Stadia?
Do you become shit out of luck or will Google refund you of the games you can no longer play?
When are they just gonna start offering basic subscription tiers? Not everyone wants to spend $129 to get started with Stadia. I don't want a Chromecast Pro nor a Stadia Controller (I already have several controllers).
While it's a nice, fuzzy thought that Stadia is using Debian and Vulkan in the cloud, lets get real, that alone isn't a good value proposition for concerned consumers who know of Google's track record:

Stadia definitely needs to embrace Wine w/ DXVK to increase the game selection.
The biggest problem is you have to buy the games AGAIN to play them on Stadia and if Google decides to remove the games or cancel their service, you're out the $60 or whatever you've spent on the games.
Yeah, I hope Valve hops onto the Streaming bandwagon. They already have Remote Play that works over the Internet and on a LAN and the next logical step is to offer cloud servers to stream the games.

That said, I did notice that you can lower the max streaming bit-rate all the way down to 4 Mbps in the Android app. So perhaps it can work on slow internet at 720p30 @ 4 Mbps as long as your internet speed is at least a bit above 4 Mbps?

With Anti-Cheat systems unsupported by Proton and Wine and used by the hottest games right now, cloud gaming is a very viable option for us Linux gamers.
It sucks that Blizzard / Activision pulled out of GeForce Now but it isn't a loss for us, since Overwatch, WOW, Starcraft 2, and Diablo III all work fine in Wine + Lutris. The only real loss for us was Call of Duty franchise, since the newer games don't work in Wine; That said, I can live without that hugely 'over-milked' game franchise.
Maybe Stadia will get these games removed from GeForce Now?

According to the article, Steam on Chrome OS will be enabled thru the Crostini virtual machine. It's already possible to run Steam for Linux on Chrome OS this way but apparently will be officially supported.
There are a few problems ATM, though.
Virgl (virtual GPU used by Crostini) needs many more 3D performance optimizations since Chromebooks have crappy iGPUs, they need GPUs performing as close to bare metal as possible for any gaming scenarios. Virgl also needs Vulkan support. Virgl not supporting Vulkan means Steam Play with DXVK doesn't work, nor newer Linux game games that target Vulkan.
I recently bought a Google Pixel Slate and like Chrome OS because it's Linux based and can run Android apps and games far better than Anbox currently can. I've managed to get Vulkan and DXVK working when I run Steam in a Debian crouton chroot environment. Still performance of the Intel UHD 615 is very lackluster.
