No one is doing it right now. Look at the Everspace case ; we are tolerant and co operative enough i think.

The client is not needed for playing the game. In that case, Steam would merely be the distribution platform.
Yes , Everspace is Drm free. Some people are just thinking every game on Steam is Drm'ed. It is publishers decision , Steam is okay with either Drm or Drm free

Steam is not forcing anyone to Drm , it is just devs,publishers choice to using a Drm or not using a Drm
