Except that Outland came out two and a half years before Teslagrad... And the red / blue stuff is basically Ikaruga's main mechanic, albeit different colors.
I wasn't insinuating that one inspired the other, that's just what came to mind :)

I wouldn't say it's that bad. Sure it's silly to have developers recommend their own games, but who's gonna follow them? In the mean time you've got people like TotalBiscuit and Jim Sterling; as well as GOL ;)
