Have you played Airships: Conquer the Skies? It's a game about building fearsome airships and land vehicles to give you the edge in massive aerial battles.

It's a great game with full Native Linux support and it just got a big DLC with Airships: Heroes and Villains. This new DLC expands the game with captains that improve ship performance and give you abilities to turn the tide of battle. While it also adds in governors you can assign to cities to help reduce unrest and increase productivity. 

As the developer explains: "Captains and governors react to events and your actions. A peace-loving governor may quit if he sees you commit one too many war crimes, whereas a researcher can gain experience from dissecting the monsters you kill. As time goes on they can change - for better or worse - and a few of them can become famous enough to re-unite the warring city-states, providing a new path to victory."

Overall the game has an Overwhelmingly Positive user rating on Steam and it's also Steam Deck Playable.

I didn't realize this game was still in development! I remember seeing it years ago

I played the game recently. It was leftovers from some bundle and my expectations were low, but I was wrong. Behind the rough interface you can find a deep strategy game with lots of mechanics well connected. Also some minor bugs. Looking forward to play this new DLC.
