The screen is a 60hz screen, so the screen is updating every 16.66ms. But with a 45FPS frame cap the image to display on the screen would be updating every 22.22ms.
So the screen would be alternating between displaying the same frame on screen twice for 33.3ms and other frames for only 16.66ms. The result would feel like stuttering. Not a good experience. Sticking to multiples of 60hz like 15 (60 / 4) 20 (60 / 3) 30 (60 / 2) and 60 would avoid that and ensure the frames displayed on screen are displayed for the same length of time each. So even if the frame rate feels slow, the frame rate would feel consistent, no stutter.
It wouldn't be an issue if the Deck screen had a variable frame rate, but unfortunately it doesn't. Maybe the next gen.

The last time I tried to run GTAV on a PC with Linux it was a nightmare then too, the launcher barely worked and I had to get help from ProtonDB to get through it. Once I did, GTAV ran flawlessly, but that launcher is definitely a nightmare right now in it's current state.
Valve, as sad as I am to say this because it's a top 10 game on Steam, you either need to fix that launcher in a Proton update really soon, or just mark the game as unsupported.

"Hello?", the suited man called out as he adjusted his tie, while approaching the cloaked figure sitting before a collection of differently shaped monitors, scrolling waves of outputs through different terminal windows. The lights of the screens, casting a long shadow from a dark figure sitting before them, that crawled across the floor covered in cables towards the suited man tilting his head to the side as he tried to get a better look at the typing figure with his face buried in the screens.
"Websire.. I.. I have what you asked for..", he stammered as he approached the side of the typing man. The hooded figure turned in his chair, slowly, a squeak meekly whimpering from the ancient 20th century chair below him as he held out his hand.
" - are they, comma, seperated?", his voice hissed.
"Yes.. as you asked, CSV is formatted correctly, I made sure of it... Can you update the site by this afternoon?", the man said as he dropped the USB drive into the basement dweller's hand then stormed off.
"Also turn on some lights damn it, it's dark down here.", the boss said as he flipped the light switch while walking out to light up the messy room, drawing a screeching hiss from the web developer.

One of the fun things about video editing with Blender is that you can use 3D animation 'scenes' as strips in the video editor before they are actually rendered. Think about that for a moment.
So you can do a first pass of the animation, create the scene, add your characters, animate them, and do the camera work..
Then go to the video editor, and add your 3D scenes as strips in the video editor, start doing the video editing and adjust the timing and cuts between scenes and camera angles, cut strips, put cuts between other cuts, and scrub through your animation..
But then you can say, 'Actually lets change up that', and go back to the 3D scenes and adjust the environment, character appearance, animation timing, camera angles, etc..
And keep going back and forth between the two, you're not committed to anything yet!
Only when you are actually done and think 'Yeah I like that', do you have to click 'render'.
This has a massive benefits. You don't have to waste time rendering a single frame of animation or exporting video to edit, or re-exporting videos, until you're 100% happy with how everything is working together. It's non-destructive workflow from start to finish.

Thank goodness. Personally I'm one of those weirdos who has the FPS counter on constantly while gaming, I like to just have it there to know what's happening performance wise at a glance. It did bother me for a moment to see there was no FPS only option in the settings from the videos I saw. Glad to see Valve added this option. :D

There it is. The last PD (Pre-Deck) era Linux Steam stat.
Lets see what happens over the next 6 months.
Valve says they'll only be shipping 'tens of thousands' of Decks this month. Next month 'hundreds of thousands'.
If that is the case, we will see that number slowly rising upwards over the next 6 months.

I love it. This allows devs to work on the PC they're comfortable with and push builds to their Decks quickly and easily to test changes. Which is what you need if you want devs to seriously support something.
Edit: Another advantage of this approach, for big studios with a lot of internal tools, they could even pull apart the code of these projects and integrate the code into their own internal dev tools if they want.
See industry? Open sourcing stuff makes sense when you're trying to work with your customers not work against them.
