Do people here have any recommendations as to game modes and/or mods for someone that detests survival play styles and is just interested in building cool things, in particular big structures. I am interested in anything that increases flexibility and/or options and/or speed when it comes to building. Certainly including digging/carving and blowing things up to make ready for building.

Nope. There is no Source 2 SDK available and still won't for at least quite some time.

What I frequently hear is that Source is a total mess code-wise compared to the other big engines.
And this shows in the documentation. Maybe Valve cannot force themselves to bring it in good shape for a SDK release. Who knows.
AFAIK the Black Mesa devs have access to full Source Engine source code, so they are not limited to what is available in publically available SDKs. That doesn't mean they are using Source Engine 2(or that they are for that matter).

I disagree that Tencent's being a minority stake makes it irrelevant. It does mean that Tencent has minority vote, and Sweeney is officially still the one making final decisions. But that doesn't mean Tencent does not have any interest in EGS succeeding, thus being irrelevant.
It's worth noting that while Tencent is a minority on paper, in practice that 40% (which gives them the right to nominate Directors to Epic's board) and the amount of money they bring to the table means they pretty much set the agenda at shareholder meetings. They're anything but irrelevant, and you can see their influences in the manipulative monetization practices that have been incorporated into Fortnite as time goes by. Make no mistake, they're in the driver's seat no matter what Sweeny tells people (and likely himself).
I don't disagree about that. 40% is almost always a controlling interest. But on the other hand, Tencent's size isn't quite as relevant as it seems--that's spread across a lot of things they have fingers in. They're not going to ignore all their other businesses and shareholders to dump all their profits down an Epic drain just to try to take down Steam.

Speaking of which, if it is still using the Quake 2 engine, would be cool to see ray tracing support!
It has already been confirmed in the 3D Realms Discord that is it not using the Quake 2 Engine, but rather Unity with some custom code like apparently a new renderer. It is however based on the original Kingpin data. So they got Unity to load Quake 2 Engine levels, models etc.
